The kick-off meeting of the European Commission¡¯s Asia Pro Eco II project: Pilot action - Implementing Voluntary Approaches for Urban Environmental Management in China, was taking place during the period of 7 ¨C 8 March 2007 in Nanjing, China. The Following Representatives attended this kick-off meeting. They are from (1) the EC Delegation China & Mongolia, (2) the Embassy of the Kingdom of the Netherlands in Beijing, (3) Deutsche Gesellschaft f¨¹r Technische Zusammenarbeit (GTZ) GmbH, (4) Chief Representative of Netherlands Business Support Office Nanjing, (5) Bureau of Science and Technology of Municipality of Nanjing, (6) Jiangsu Provincial Development and Reform Commission (Jiangsu DRC) and (7) European Union Chamber of Commerce in China. In addition, all project staff as well as representatives form the 14 target companies attended the meeting. The list of participants is attached as Annex 1.

This two-day meeting consists of two parts. The first day is the kick-off meeting of this action, with the focusing on opening speeches from VIPs, highlights of the action, signing partners¡¯ agreement and numbers of 5 key presentations on VA & CDM and introductions of 14 target companies. The second day is the training course on applying Energy potential Scan (EPS) instruments for identifying the companies¡¯ potential in energy savings and emission reductions and therefore helping municipal EPBs and target companies in setting up targets. The training also includes half day excursion to a target company in Nanjing.

The morning session of the 7th of March was chaired by Mr Rob Kool£¬Chairman of the Action Steering Committee and the Manager International Sustainable Development for SenterNovem, There are following speakers in the morning opening session:

  • Mr. Yan Suyang, director of Nanjing Environmental Protection Bureau of Municipality of Nanjing;
  • Ms. Chen Min, Programme Officer, Environmental Sector of the Development and Cooperation Section, Delegation of the European Commission in China;
  • Mr. Huub von Frijtag Drabbe, the Economic and Commercial Section of the Embassy of the Kingdom of the Netherlands in Beijing;
  • Mr. Huang Rong, Deputy director of the Bureau of Science and Technology of Municipality of Nanjing;
  • Mr. Rolf Dietmar, Deutsche Gesellschaft f¨¹r Technische Zusammenarbeit (GTZ) GmbH, programme director of the Sino-German Technical Cooperation Programme: "Environment-oriented Enterprise Consultancy Zhejiang EECZ)";
  • Mr. Daniel Bongardt, Programme Officer, The Wuppertal Institute for Climate, Environment and Energy, Germany.

After the opening session, Mr. Erik ter Avest, the action coordinator of SenterNovem gave the following two presentations

  • Highlights of EU Asia Pro Eco II project on Implementation of Long-Term Agreements (LTA¡¯s) on Environmental Management in China;
  • Long-Term Agreement (LTA): A Bridge for China toward Sustainable Future.
The morning session ends at the ceremony of signatures of the partners¡¯ agreement, which has been signed by representative of each of the eight partners and Mr. Erik ter Avest, coordinator of this action.

The afternoon session was chaired by Mr. Bao Hongxin, deputy director of Nanjing Environmental Protection Bureau. There are following presentations included in the afternoon session.

    1. To develop Energy Efficiency Projects under CDM in China, by Ms. Hua Li, SenterNovem;
    2. Towards Voluntary Agreements in China: Energy Efficiency Benchmarking in Europe and Opportunities for CDM Projects, by Mr. Daniel Bongardt, Programme Officer, The Wuppertal Institute for Climate, Environment and Energy;
    3. Introduction to the Target Companies in Nanjing, by Mr. Bao Hongxin, deputy director of Nanjing Environmental Protection Bureau;
    4. Introduction to the target companies of Xian, by Ms. Ren Yongfeng, deputy director of Xian Environmental Protection Bureau; and
    5. Introduction to Kelamayi EPB and the target companies, by Mr. Zhang Baozhong, deputy director of Kelemayi Environmental Protection Bureau.
Before the kick-off meeting, Mr Rob Kool, Mr. Erik ter Avest and Ms. Li Hua of SenterNovem and Dr. Zhang Mingshun of Wageningen University has visited the Department of Pollution Control of State Environmental Protection Administration (SEPA) for briefing SEPA on this VAII project at the afternoon, 5 March 2007. Mr. Zhao Hualin, deputy director of Department of Pollution Control of SEPA and Ms. Yu Fei, director of Division of Solid Waste Management of Department of Pollution Control of SEPA attended the briefing meeting, and there are very valuable and fruitful discussions on this VA II project. During the meeting, SEPA has expressed their interests in piloting VA instruments and wish that the VA approaches could play important role in achieving 10% reduction of emissions in the coming five years. This action committee will keep close contact with SEPA on the progress of this action, and SEPA will provide necessary support to the implementation of this action.

The focusing of the second day was a training course on Energy Potential Scan (EPS). The morning session of the second day was chaired by Mr. Zhang Baozhong, deputy director of Kelamayi Environmental Protection. Mr. Erik ter Avest has given a very systematic and detailed presentation on EPS instrument. This instrument will be used, after this training course, by Nanjing, Xian and Kelamayi EPBs and their target companies in scanning the potential capacities of the target companies in improving energy efficiency and reducing emissions. By adopting this instrument, both parties (local EPB and target companies) will negotiate the VA targets and set up the VA target

At the end of the morning session, two teams of this action have discussed their workplans and qualify requirement for the implementation of activities of the year 2007.

At the afternoon, all participants have visited the Nanjing Yanzhi Petrochemical Ltd (YPC) for getting insight of the environmental performance of the target company in Nanjing.
