    • Fourteen target companies will achieve high environmental standards. Air pollutants¡¯ emissions, particularly carbon dioxide, will be reduced by 3-5% annually and energy efficiency will be improved by 3-5% annually in 2009.
    • Additional annual energy savings from these fourteen target companies will be approximately 18 PJ in 2009, which is equivalent to annual energy consumption of 300 thousands urban dwellers. The annual reduction of CO2 emission will be 2 million tons in 2009. The annual reduction of waste water will be 100 million tons in 2009, which is equivalent to annual water consumption of 1 million urban dwellers.
    • Three local NGO¡¯s in Kelamayi, Xian and Nanjing will have capacities for spreading innovative environmental policies and getting more public participation in local environmental management.
    • Voluntary approaches as an innovative environmental policy will be spread successfully in western Chinese cities of Kelamayi and Xian and deepened in Nanjing. Subsequently VA¡¯s will be spread throughout China and to other Asian countries.
    • Local authorities in Kelamayi, Xian and Nanjing will build up their own expertise and capacity for adopting voluntary approaches for improving urban environmental quality. NJRIEP will get skills and experiences on acting as an intermediate organization in implementing voluntary approaches. EMCC will obtain the know-how on voluntary approaches that can be included in its regular national training courses for environmental professionals.
    • NDRC and SEPA will also build up their expertise on adopting voluntary approaches. They will have opportunities to include voluntary approaches in their future innovative energy and environmental policies.
    • EU partners will learn how EU-specific voluntary models are adapted into the context of urban China, and how to co-operate with Chinese partners for addressing local and international environmental issues like climate change post Kyoto issues.
    • Voluntary approaches as an innovative environmental implementation policy will be known by China¡¯s society and promoted by Chinese NGO¡¯s.
