The XiĄŻan Workshop of the VA II action was taking place during the period of 22-23 April 2008 in Xian, China. The Following Representatives attended this workshop. They are from (1) the EC Delegation China & Mongolia, (2) the Embassy of the Kingdom of the Netherlands in Beijing, (3) Caspervandertak Consulting (CDM consulting Company). In addition, project experts from each of the action partners as well as representatives form all 14 target companies attended the workshop.

During the opening ceremony, Mr. Luo Yamin, director of XiĄŻan EPB gives a warm welcome speech to all participants. During Mr LuoĄŻs welcome speech, he has expressed his wishes to the success of this action as well as to integrated VA approaches into XiĄŻanĄŻs environmental policies and management. Ms. Xue Yanyan, on behalf of EC Delegation China & Mongolia has given the opening speech. During her speech, Ms. Xue Yanyan has introduced the ECĄŻs ongoing projects in China as well as ECĄŻs plan for future programmes in China that are related to energy and environment. She has also expressed her satisfaction with the progress made by this VA II action, and she is looking for more progress to be made. Mr. Albert van Pabs, on behalf of the Embassy of the Kingdom of the Netherlands in Beijing, has also given the opening speech, in which he introduced the history and experience of the Netherlands in developing and implementing Long-Term Agreement for improving energy efficiency. Mr. Erik ter Avest, coordinator of this VA II action has summarized the activities that were implemented in the 1st year of VA II action and he has also presented the objectives of this XiĄŻan workshop.

This two-day workshop includes four sessions, and each session takes half day. The first session, chaired by Mr. Erik ter Avest of SenterNovem, focus on presentations of EU and ChinaĄŻs benchmarking analysis as well as the EU-China comparative analysis on energy efficiency and emission reduction in the target sectors. This session includes the following presentations.

    • Energy and Environmental Benchmarking in Europe, Daniel Bongardt, Energy, transport and climate policy research group of WI;
    • Benchmarking of Industrial Emissions and Energy Consumption in China, Professor Zhang Renzhi, EMCC;
    • Comparative Analysis of EU-China Environmental Benchmarking, Dong Lingping, senior advisor of NJRIEP.
The 1st session ends at the ceremony of signatures of the action Overall Agreement, which has been signed by representative of each of the eight partners and representative from each of the 14 target companies. In this overall agreement, all partners and target companies reaches the agreement of achieving the following targets at the end of 2009.

The 2nd session, chaired by Ms. Ren Yongfeng, deputy director of XiĄŻan Environmental Protection Bureau, focuses on presentations of results of Energy Efficiency & Emission Reduction Potential Scans (EE&ERPS) and the VA preparations and implementations in each of the three target cities. This session includes the following three presentations. In addition, a short training has been given by Mr. Erik ter Avest of SenterNovem with the purpose of delivering experiences and methods used in monitoring of Energy-Efficiency-Index (EEI).

    • EE&ERPS and VA implementations in XiĄŻan, Ms. Ren Yongfeng, deputy director of XiĄŻan Environmental Protection Bureau;
    • EE&ERPS and VA implementations in Nanjing, Mr. Bao Hongxin, deputy director of Nanjing Environmental Protection Bureau;
    • EE&ERPS and VA implementations in Kelamayi, Mr. Zhang Baozhong, deputy director of Kelamayi Environmental Protection Bureau
    • Monitoring training on Energy-Efficiency-Index (EEI) including validation by projects/measures, Mr. Erik ter Avest of SenterNovem

The 2nd sessions ends at the year 1 project evaluations done by all participants. The pre-coded questionnaire? designed by this action coordinator was answered by each of the workshop participants, and all participants have expressed their high satisfaction with the progress achieved in the year 1.
The third session, chaired by Mr. Daniel Bongardt, Senior advisor of WI, focuses on exploring possibilities of the linkages of this VA II project and CDM. In the this session, there are following presentations.

    • VA&CDM findings on linking CDM and voluntary agreements, Ms. Urda Eichhorst of WI;
    • pragmatic experiences in the development of energy-efficiency projects as CDM projects, Mr. Casper van der Tak, Caspervandertak Consulting.

After the mentioned-above two presentations, Mrs. Li Hua of SenterNovem chairs the round table discussions among the action partners, Caspervandertak Consulting and the 14 target companies on exploring possibilities of linking this VA II action and CDM projects.


The 4th session is to visit the Qingdao Hans Beer Company in XiĄŻan, which is one of the target companies. This excursion aims at getting practical insight of implementations of VA in the target companies.

The following results have been achieved by the XiĄŻan Workshop:

    • Partners and target companies have exchanged their experiences and lessons in preparing and implementing VAs, and those experiences will improve the future VA implementations;
    • Signed the overall agreement between partners and target companies. By the implementation of the signed overall agreement, significant tangible energy saving and environmental improvements will be realised during the action period;
  • Publications of 1) EU environmental benchmarking report; 2) China benchmarking report of energy efficiency and industrial emissions; 3) comparative study report of EU-China energy efficiency and industrial emissions; and 4) Linking Voluntary Approaches and Clean Development Mechanism (CDM);
  • Various presentations;
  • Year 1 project evaluation.
