Asia Pro Eco is designed to strengthen the environmental dialogue between Europe and Asia, therefore this project wants to evaluate the experience with Voluntary Approaches within the European context and adopt it to the Chinese environment. The project will focus on Nanjing because this city has a heavy industry, which is responsible for 60% of the regional pollution. The aim of the project is that Nanjing City will become a National Environmental Model City, which will improve the environmental and economic performance of the region. To achieve this the group of most polluting companies in Nanjing will present themselves with their environmental performance and will be the target group for the Voluntary Approach. Furthermore the project will identify the roles of voluntary approaches in industrial environmental management and both the positive and negative factors that will be influencing the adoption of the voluntary environmental management approaches in China.

Based on the overall objective, three sub-objectives have been identified:

(1)To review the roles and effectiveness of different voluntary environmental management approaches based on the EU experiences, and provide a systematic analysis on both advantages and disadvantages of command-and-control environmental management instruments based on the experiences of China;

(2)To assess the viability of voluntary approached for environmental management in  economic sectors in China;

(3)To develop a model suitable for China, adopting the voluntary environmental management approaches. In this model different options of voluntary approaches will be assessed, taking into account EU experiences and economic, social and cultural aspects of China

The project is being implemented in phases. In the first phase, both EU voluntary and China Command-and-control approaches will be reviewed, and then a comparative study on EU-China environmental approaches and the first seminar are conducted in Nanjing. The second phase will be focusing on the survey of the companies, preliminary negotiations with the companies and  data analysis in Nanjing. The third phase will start with the execution of an EU course & study tour on EU voluntary approaches for Chinese partners and companies' environmental managers, and then the draft voluntary model suitable for China will be developed. Finally the second seminar will be conducted in China.
